Rome's high season is summer, when temperatures are high and you'll likely be standing in lengthy lines and walking a lot, sweating with a lot of other tourists.
The shoulder season encompasses early spring and mid- to late-fall. Because Rome is one of the most popular tourist destinations in Europe, you will encounter crowds, but it will be slightly less crowded and you will likely have excellent weather for sightseeing.
Low season is effectively winter, however it starts in late November and lasts through February, with the exception of a few high season spikes as stated above.

The metro is faster than public transportation, however it has a restricted network. The core is served by two main lines, A (orange) and B (blue), which intersect at Stazione Termini. Trains run from 5:30 a.m. to 11:30 p.m. on weekdays and until 1:30 a.m. on weekends.
